TACT CEO – Andy Elvin, believes that proposed changes to adoption law will not significantly increase  the number of adoptions. In Community Care article Andy says that the number of prospective adopters needed to increase the number of adoptions of children over 5 with complex needs “aren’t out there, they never have been”, and that a decrease in special guardianship orders, matched by an increase in adoptions, “won’t happen”.
